Fall ITA Board of Directors Meeting, September 11, 2009

Draft Minutes

CALL TO ORDER:  President, Craig Sweet, called the Fall Meeting to order at 1:00 P.M.
at the Franklin County Fairgrounds, Hampton, IA.

ROLL CALL:  Answered by 3 Officers, 16 Directors, 5 Directors at Large, NTA Director
George Scalf, FTA Director Gene Purdy, via proxy Bruce Hutton, Tip Director Jeff Kempf,
DNR Representative Ron Andrews and Legislative Representative Lyndon Sutcliffe.

MINUTES:  Executive Council Minutes:

     On August 31, 2009 at 7:07 A.M. the Executive Council met by conference call.
Present for call was Randy Mitchell, Gene Purdy, Ed Clouse, Mike Sells and Craig Sweet.
The call was to discuss ordering of a 50th Anniversary ITA cutting board with the cost to
be about $5.00 each. Discussion held.  
     MOTION:  By Gene Purdy, seconded by Randy Mitchell to order 50 cutting boards
with the selling price to be $15.00 each.
              MOTION carried 4 ayes.
Also discussed were options to allow a representative for Darrin DeGroote to conduct a
fundraiser benefit during convention. Darrin is the new owner of Double D Fur, formerly T-
N-T Trapping Supplies, and had been diagnosed with cancer. After discussion, it was
decided that the representative for Darrin should attend the Board of Directors meeting
on Friday Sept.11, 2009 to present their ideas.

SECRETARY  REPORT
•        Chris Grillot – Secretary Pro-Tem read Secretary Report submitted by Secretary,
Patty Kempf.
•        “I do apologize for being absent during our convention. I had a left total hip
replacement on September 3, and scheduled for the right one to be completed on
September 17, 2009. Thank-you for the flowers and cards received from the directors.
•        Once the Fall minutes are approved, I’ll (Patty Kempf) get the web page updated
once the equipment is returned. We have our new logo as well and each page will have
to be up dated.
•        July 1 Patty Kempf was contacted by the Trapper and Predator Caller subscription
office. They wanted to change the ITA processing contact to Ohio instead of Florida. Our
designated contact person, Debbie Paolello (pay lell o) has been great to work with. Easy
to reach and prompt with replies to our inquires.
•        As you know, the membership counts changes every month due to the expiration
dates. The current active membership stands at 1190. Since January 2009, we have had
9 New Lifetime members for a total of 336.
•        There are four districts still in need of directors. District 6; 9; 20 and 24. Please
contact one of the current officers if you know of someone is interested in representing
their area.
•        The Membership sign-up contest has not been very active this year….only four
members have sent in new applications. Spencer Hill is currently in first place.
•        The ITA Scholarship Awards have been granted to two individuals: The $500
Scholarship will be presented to Kyle Moses and Mackenzie Rector.
•        The Hall of Fame recipient was not determined for this years’ convention due to a
request to change the nomination process of this honorable Award.
•        I have been including an Iowa Trappers Assn. Membership Rights notice with the
return paper work to all members. I would like to re-design the current membership letter
to include this information in the body of the letter instead of being just another insert. I
will have a sample of the letter to review at our winter meeting.
•        Also, I (Patty Kempf) would like to suggest that all of the old records and reports be
scanned onto computer discs and placed in a fireproof box. The current system is paper
in notebooks and placed in OLD metal file cabinets that do not even close all the way.
Since, I’ll have some down time due to recovery, I would be willing to use our
printer/scanner and get the project started. The association will be liable to purchase the
discs and the fireproof box.

•        Request to the Directors to get a list of their County Directors/Alternates names to
the secretary

TREASURER  REPORT
•        Second quarter report presented.
•        Two CD’s are up for renewal. CD #1 due Sep. 16, 2009 and CD #3 due Sep. 22,
2009. These are lifetime monies.

•        Old convention patches – suggest selling for 25 cents except for 1988
Marshalltown, of which 138 are left.
  MOTION to give to kids and putting the rest in the straw scramble by Spencer Hill –

•        ITA Belt Buckles – 27 left.
  MOTION to sell for $5.00 and put 6 belt buckles on the White Elephant Auction by Jeff
Kempf –

•        The ITA pen supply is about gone. Chris Grillot presented two sample pens to
consider ordering. One pen cost $0.58/1000 and the other pen cost is $0.42/1000.

CORRESPONDANCE
•        Bruce Hutton as proxy for Gene Purdy reported receiving a letter from the Montana
Trappers Assn. regarding a ballot initiative for the 2010 state ballot by an anti-trapping
group, Footloose in Montana. This would effectively end trapping in Montana.
     MOTION: To donate $2000.00 and send an unframed bobcat print to Montana
Trappers Assn. by Cody Hutton –

•        Spencer Hill received a contract for Pheasant Fest Feb. 26-28, 2010 in Des
Moines, IA. The ITA would have two booth spaces for a discounted price of $600.00.

•        Craig Sweet reported on the confirmation of Cass Sunstein by the congress for the
position of Office of Information and Regulatory Affairs. Sunstein has anti-hunting views.
Also, Sunstein does not believe the second Amendment applies to individual gun owners.
Iowa Senator Harkin was among the senators that approved Sunstein’s appointment.         
        MOTION: To send Senator Harkin a letter from the Iowa Trappers Assn. expressing
the ITA’s                                     
           Disappointment with his vote to approve Cass Sunstein’s appointment to the
position of Office of        
           Information and Regulatory Affairs by Tom Walters -

•        George Scalf received a letter from Miss Rodeo America requesting a donation
from the Iowa Trappers Assn. for the fur coat Miss Rodeo America receives. This
donation request was not forwarded to ITA President for consideration. George stated
that his wife, Anna Marie Scalf sent in a $50.00 donation in the name of the Iowa
Trappers Assn. without his knowledge. George left it up to the board whether or not to
reimburse Anna Marie. No discussion.

DIRECTORS REPORT
•        Cody Hutton – Reminded of the upcoming Outdoor Expo for Kids September 19/20,
2009 at the Des Moines Isaac Walton facility. Cody will be giving workshops on traps,
trapping tools and supplies and presenting a fur case. Predator calling will be presented.

•        Dwayne Kay – Donated a banner he had made up celebrating Iowa Trappers Assn.’
s 50th Anniversary. Also donating the bulletin board made by his brother-in-law to display
events in the Iowa Trappers Assn.’s history.
•        Wayne Funke – Presented the rebate check from NAFA in the amount of $1407.64.

FTA REPORT-Bruce Hutton Proxy for Gene Purdy
•        The Fur Takers of America is buying 9,360 minutes of air time for ads on the
Outdoor Channel. Bruce requested a donation to the FTA to help with the purchase of
the ad time.
                 MOTION: To donate money to the FTA for purchase of ad time on the
Outdoor Channel as follows;   
        proceeds from NAFA rebate, $1407.64, ITA to match the NAFA rebate plus
proceeds from fur              
        coats donated by Dean Hoffman auctioned at White Elephant Auction by Tom

NTA REPORT-George Scalf
•        NTA celebrated its 50th Anniversary at their convention in Lima, OH. The
convention was well attended with 5,842 people thru the gate.
•        The 2010 NTA convention will be held at Marshfield, WI
•        The 2011 NTA convention will be held at Columbia, MO
•        George reported the election results and award recipients.

TIP REPORT-Jeff Kempf
•        No report – Jeff unable to attend the TIP meeting.

REAP REPORT- no report
•        Craig Sweet reported a person approached him interested in the position. Craig
informed the person that he needs to come to a board meeting and present himself.

LEGISLATIVE REPORT – Lyndon Sutcliffe
•        No Report  

FUR COAT- Tom Walters
•        Miss Iowa, Anne Michael Langguth will be at convention Saturday with the fur coat
she received from the ITA at the Miss Iowa pageant.
                                                                                  
DNR REPORT-Ron Andrews
•        Ron expressed concern of spread of disease with the live animal market. Those
selling live animals need to observe good sanitary conditions.
•        Pre-staking was a compromise with starting two weeks prior to start of season and
pulling equipment last day of season.
•        Bobcat – no change in quota or counties to trap bobcat. CITES tag will also be
given to state parks due to the shortage of DNR officers.
•        Sustainable Funding Ballot Initiative 2010 – Ron is encouraging support for the
Sustainable Funding ballot initiative. With the next sales tax increase, 1/3 of each cent will
go to the DNR.
•        Otter – Ron is trying to increase the quota for the next trapping season.
                                                                              
2009 – FALL CONVENTION
•        Spencer Hill commented on the convention mailing to all fur harvester license
holders in Iowa. Spencer is still receiving calls at convention from people interested in the
convention. He hopes the board will continue this mailing for future conventions.
•        Tex Adams, Randy Porsch, Dwayne Kay and Spencer Hill have donated a gun and
will be selling cards on the gun. The income will cover the expense of a church group
hired to clean up the grounds when convention is over.
•        A church group has been hired to clean the convention grounds for $200.00
Sunday after the convention is over.
•        Spencer Hill is organizing a scavenger hunt.
•        Spencer Hill reported the fair board has requested no carry-in alcohol into the
building being used for the membership meeting and auction as the fair board has their
own liquor license.
•        Eric Rector reports most of the silver convention coins are sold and a gun raffle is
being held with nickel convention coins.
•        Tom Gilman reported he has set up a Bill Nelson display.
•        Linda Kay put together the ITA 50th Anniversary display.
•        The ITA purchased 3 – 22. Cal Mossberg rifles
MOTION: To use a rifle as a second place prize in the gun raffle by Spencer Hill.

2010 CONVENTION
•        Tom Gilman picked up the contract for the convention at Sigourney. The cost is
$750.00, this includes three buildings and the ITA keeps the camping fees. A few things
need to be finalized.
•        Two hotels are available in Sigourney with limited amount of rooms. Tom Gilman
recommends making reservations early.

NOMINATIONS
•        Officers up for election are Vice-President and Secretary.
•        Nomination for Vice-President is Randy Mitchell.
•        Nomination for Secretary is Patty Kempf.
•        Nominations for both positions remain open until the membership meeting.

EXECUTIVE COUNCIL
•        Ed Clouse’s term is up on the Executive Council.
•        Nomination of Ed Clouse by Mike Sells – 2nd by Jim Noneman
•        Nomination of Spencer Hill by Dwayne Kay – 2nd by Jeff Kempf.
•        MOTION: To cease nominations by Tom Walters – 2nd by Tom Gilman. MOTION
carried.
•        Spencer Hill elected to the Executive Council.

UNFINISHED BUSINESS
•        Craig Sweet appointed Gene Purdy, Dean Hoffman and Dwayne Kay as the Hall of
Fame committee.
•        Mike Sells found an old copy of the guidelines for Hall of Fame award. He
suggested that the guidelines be emailed to the directors.

NEW BUSINESS
•        Sid Slifer, representative of deceased member Darrin DeGroote. Sid has two hogs
to use as a fundraiser for Darrin DeGroote’s family. He has his own booth to sell tickets
and have his own drawing. This was acceptable to the board of directors since it was not
part of the ITA’s fundraising efforts.
•        Tom Walters presented a program from the Minnesota Trappers convention. Tom
stated the program was funded by another organization. This may be something the ITA
would like to look into for future conventions.
•        Tom Walters brought up the possibility of the ITA having its convention on another
weekend.
•        Mike Sells is proposing developing a New Director Handbook. This would list
expectations of new directors. Chris Grillot stated a district director guide is available
through the secretary.                                                                     
•        Bruce Hutton – Reported the National Trappers Assn. has lifetime money invested
in Merrill Lynch stock market account. Bruce reports the lifetime stock market account
has lost $50,000. For the last three years, Bruce has asked the NTA finance committee
to move the lifetime money out of the stock market into a safe investment such as a
Certificate of Deposit. The NTA finance committee has chosen not to move the lifetime
funds out of the stock market. Bruce is recommending the Iowa Trappers Assn. send a
letter to the NTA stating the ITA will stop sending donations to the NTA until the NTA
moves the lifetime money out of the Merrill Lynch account and into a safe investment.
Discussion on the donations ITA makes on a regular basis. In place are an annual
donation of $5,000 and $1/member, new and renewals.   MOTION: To stop the annual
$5,000 donation until the National Trappers Assn. act responsibly regarding the Lifetime
investment by Bruce Hutton -                                                                               2nd by

•        MOTION: If and when money is restored to the National Trappers Assn., equal
amounts donated to the Fur Takers of America by Eric

•        Craig Sweet presented the proposed contract by Jim Obradovich, lobbyist. $1,500
to watch for potential adverse legislation, $3,500 if Obradovich needs to actively lobby
against legislation.               MOTION: To accept the contract from Jim Obradovich by Ed
Clouse                                                   2nd by Mike O’Hearn. MOTION carried.
•        Craig Sweet brought up reports in other state Association News in the Trapper &
Predator Caller regarding an alleged action by the ITA board and information reported by
George Scalf at the NTA board of directors
meeting.                                                                                              
o       Report by the Arizona NTA Director that the Iowa Trappers Assn. had donated to
the National Trappers Assn. 40% of the purchase of a trailer for the NTA. The ITA’s logo
is painted on the NTA trailer. This donation request was not brought to the ITA Executive
Council/Board of Directors for approval.
o       George Scalf stated the he and his wife, Anna Marie had donated a gun at his FBU
banquet, auctioned the gun with the understanding of bidders the proceeds go to the
NTA. This was a personal donation by George and Anna Marie Scalf. George stated the
NTA assumed the donation was by the Iowa Trappers Assn. and put the ITA logo on the
trailer.
o       Discussion held whether or not to leave the ITA logo on the NTA trailer since money
was not donated by the ITA.
o       MOTION: To contact the National Trappers Assn. to leave the Iowa Trappers Assn.
logo on their trailer by Cody

o       Report by the Minnesota Trappers NTA Director, Wayne Thom that George Scalf
reported at the NTA Directors Board meeting that the Iowa Trappers Assn. defeated the
anti’s on the issues of road side trapping and the live market.
o       The road side trapping and live market were issues with the Iowa DNR Commission.
o       George Scalf stated that he did not report to the NTA board of directors the ITA
defeated the anti’s and this was a misprint by Wayne Thom in the Minnesota NTA
Directors TPC report.
o       Dwayne Kay recommended that Wayne Thom be contacted regarding the
misinformation.

•        Craig Sweet appointed Mike Long, Dave Phipps and Dennis Johnson to review
these Fall 2009 Board minutes.
